Although infants and toddlers learn and grow at their own pace, early childhood development often follows predictable patterns. Skills such as taking a first step, smiling for the first time, and waving “bye-bye” are called developmental milestones. Children reach milestones in how they play, learn, speak, act and move (crawling, walking, etc.)
For any number of reasons, many young children need a little extra help to reach certain developmental milestones. And since infants and toddlers grow and learn so quickly, it’s important to get that extra help as early as possible if you or your child’s doctor have any concerns about your child’s development. Early identification and intervention can make a difference!
The Infant & Toddler Connection of Virginia provides supports and services for infants and toddlers, and their families so that families can help their children learn during everyday activities and routines. These supports take place in the child’s natural environment, such as their home, daycare, or even the local library.
If you are concerned about your child’s development, the first step is to contact the Infant & Toddler Connection in your area. They will schedule an intake and evaluation to determine if your child is eligible for services. This is provided at no cost to families.
If your child is eligible, we will work with you to identify the goals that you have for your child and what services we will provide to help you help your child reach those goals. This will be outlined in your family’s Individualized Family Service Plan (IFSP). Developing the plan is also provided at no cost. Your family will be assigned a Service Coordinator, at no cost to you, to help you navigate through the program.

Infant Swim Self Rescue Survival Swimming Lessons
Swimming Lessons for all ages: babies 6 months and up. Toddlers, children, teens and adults who have a fear of the water or Triathletes who desire to shave time off their swim.
Private, semi-private and create your own "custom group" lessons are available. Travel to your location (Chesapeake and Virginia Beach) is available with an additional travel fee.
Inner City Innovations Foundation Provides opportunities for inner city children to participate in activities and outings such as camping, fishing, gardening, computer literacy and mentoring. Our goal is to provide opportunities for children to gain hands on experiences that will build self-esteem and provide mentoring resources.
Inside Out Learners focuses on providing personalized educational experiences for neurodivergent learners, emphasizing emotional intelligence, resilience, and academic success. They offer both one-on-one and small group instruction tailored to the unique needs of each student. Services are available for ages 4 - adult.

A nonprofit dedicated to minimizing trauma in children and strengthening families. Providing parent advocacy services in CPS cases, resource and referral, and are launching a shared housing program to provide safe and affordable shelter.

Inspired Life Services provides consumer directed service facilitation and caregiver advocacy for families navigating the complexities of long-term for individuals of all ages with chronic illness or a developmental disability. We support individuals from initial screening through ongoing service management. We help families get personal care, respite care and companion services.
Our services include functional assessments, person-centered care planning, Medicaid guidance, EOR training, regular home visits, and assistance with fiscal agent enrollment through PPL or CDCN—all to ensure safe, effective, and uninterrupted care. Inspired Life Services is led by a professional case manager, service facilitator, and caregiver advocate with a B.S. in Rehabilitation Services and an M.A. in Human Services—backed by 13 years of both personal and professional experience.
