Troop 31 (affectionately called the Moat Monsters by our Fort Monroe/Phoebus community) has provided more than a century of continuous scouting. Our unique meeting space inside the walls of a 200-year-old fort provides access to historic, aquatic, and outdoor opportunities year-round.
Troop 31 is scout-led, meaning that the youth propose their calendar of activities, and the adults mentor and teach the scouts how to plan and carry out activities and events that are both fun and safe. We camp, hike, bike, canoe, sail, raft, swim, ski, and more. Along the way, we forge friendships and develop character. Join us for a life-changing experience that develops leadership and life skills while having fun exploring the outdoors!

The Governor's School for Science & Technology (GSST) is a selective, tuition-free academic-year program serving gifted students across seven partner school divisions in the Hampton Roads region of Virginia. As one of only 21 state-designated gifted Academic-Year Governor's Schools in the Commonwealth, GSST offers a rigorous and uniquely collaborative learning environment designed for students who are ready to pursue science, technology, engineering, and mathematics at an advanced level.
Students accepted into GSST engage in a challenging interdisciplinary curriculum that blends advanced coursework in biology, chemistry, physics, mathematics, and computer science with authentic research experiences and mentorship from university faculty and professionals in the field. The program emphasizes scientific inquiry, data literacy, and the kind of deep, sustained thinking that prepares students not just for college, but for careers at the forefront of discovery and innovation.
GSST is more than an academic program -- it is a community. Students work alongside peers who share their passion for STEM, collaborate across disciplines, and develop the professional and communication skills needed to thrive in postsecondary and professional settings. Through partnerships with regional universities, research institutions, and industry leaders, GSST connects students to opportunities that extend well beyond the classroom.
GSST reflects Virginia's commitment to identifying and developing the Commonwealth's most talented young scientists, mathematicians, and technologists and equipping them to make a meaningful difference in the world.
